The issuer is responsible for the ETF's design (index selection or active strategy), disclosures, fees, and relationships with service providers like custodians and market makers.

When comparing similar ETFs, the issuer can matter for things like liquidity ecosystem, securities lending practices, and the quality of fund operations, even if the exposure looks similar on paper.
